Inspection after an accident, fire or flooding
After a fire, accident or flooding it is important to quickly understand whether the building is safe and what to do with it. We explain how a post-incident inspection works and what decisions it leads to.
A fire, explosion, collapse, leak or flooding changes the condition of structures — sometimes invisibly. Even if the building appears to be “standing”, its load-bearing capacity may be critically reduced. A post-incident technical inspection determines the real danger and provides the basis for decisions: to keep using it, to restore it with strengthening, or to demolish it.
When an urgent inspection is needed
- after a fire — reduced strength of concrete, metal and nodes from high temperature;
- after flooding or a prolonged leak — soaking, reinforcement corrosion, subsidence of the base;
- after an accident, explosion, vehicle impact or partial collapse of structures;
- when sudden cracks, tilts and deformations appear;
- before restoration works — as input data for the design.
What happens to structures after an incident
Fire. High temperature reduces the strength of concrete, “relaxes” reinforcement and deforms steel structures; load-bearing capacity drops even without visible destruction.
Flooding and leaks. Soaking reduces the strength of masonry and base soils, triggers reinforcement corrosion and causes uneven subsidence.
Accident, explosion, impact. Local destruction of elements redistributes loads to neighbouring structures, which may become overloaded.
Hidden defects. Some damage is not visible from outside — it is revealed by instrumental strength control and by opening up nodes.
After a serious incident a building may be assigned the emergency technical-condition category — operation is then prohibited until strengthening or demolition. The category is determined by an inspection to the codes of Kazakhstan.

What decisions the inspection leads to
Three scenarios are possible: the building is fit for use (sometimes with restrictions), requires restoration with structural strengthening, or is to be demolished. The report serves as input data for the restoration design and for insurance and approval procedures. Yes. The report is prepared to the building codes of Kazakhstan and is used to justify restoration works, for approvals with the authorised bodies and in insurance procedures.
