How to choose a company for technical building inspection

Below is an honest checklist you can verify in advance.
Criterion 1. Accreditation and responsibility levels
This is the first and most important thing. Only an organisation with valid accreditation for expert works on the technical inspection of buildings and structures may issue a report on the reliability and stability of a capital building's structures. What matters is which responsibility levels the accreditation covers:
Level I (increased). Hospitals, schools, sports and entertainment facilities, buildings with mass occupancy, critical industrial facilities.
Level II (normal). Most capital buildings: administrative, retail, industrial and public properties.

Criterion 2. Certified specialists and expertise
The inspection is carried out not by a “measurer” but by an engineer-expert with a personal certificate. For technically complex properties it matters whether the team includes highly qualified specialists — up to candidates and doctors of science. It is qualification that determines how correctly defects are assessed and load-bearing capacity is calculated.
Criterion 3. Verification calculations and instrumental control
A reliable report relies not only on a visual inspection. What the work should include:
- instrumental determination of the strength of concrete, masonry and metal;
- verification calculations of the actual load-bearing capacity of the structures;
- assessment of the technical-condition category to the codes of Kazakhstan;
- a defect schedule with photo evidence;
- recommendations for strengthening or continued operation.
If a company offers a “report in one day without a site visit”, that is a reason to be wary: such a document will not pass expert review.
Criterion 4. Report format and who accepts it
A good report is an engineering document accepted by designers, state expert review, GASK, akimats and banks. Clarify in advance exactly which task the document is being prepared for: reconstruction, floor addition, redevelopment of commercial premises, input data for design documentation or seismic safety.
